Amendment 15 to the Pacific Coast
Groundfish Fishery Management Plan for Washington, Oregon, and
California would implement a limited entry program for the
Non-Tribal sectors of the Pacific Whiting Fishery. Under current
Federal regulations, catcher vessels participating in the
shore-based and mothership sectors or vessels participating in the
catcher-processor sector must be registered under Groundfish
Limited Entry Permit. This new Program would require that owners of
vessels that have participated in any of the four sectors (catcher
vessels delivering to motherships, catcher vessels delivering to
shoreside, motherships and catcher-processors) to obtain an
additional vessel license to continue to participate in the Pacific
Coast Whiting fishery. In order to qualify, vessels must have
participated in the fishery during selected qualifying
years.
