CMS will
resumbit this collection in conjunction with any transition to an
electronic collection method. OMB expects that this collection will
be available for e-submission long prior to the next submission. In
addition, CMS is reminded that they must respond to any prior terms
of clearance is every submission for OMB review. CMS-provided
response to terms of clearance: The Centers for Medicare and
Medicaid Services (CMS) and the Center for Medicaid & State
Operations (CMSO) envisions replacing the current cumbersome and
time-consuming manual process for submitting, reviewing and
approving State Plan Amendments (SPAs) with an automated electronic
system, called eSPA. CMSO has convened the eSPA Work Group to
ensure that the voices of all potential users are heard during eSPA
development. This Work Group is currently examining the possibility
of using electronic signatures for Medicaid and SCHIP state plan
submissions. It is anticipated that the eSPA process will be
finalized in January of 2009.

XXI plans and amendments for approval by the Secretary pursuant to
section 2102 of the Social Security Act in order to receive funds
for initiating and expanding health insurance coverage for
uninsured children. The model application Template is used to
assist States in submitting a State Child Health Plan and
amendments to that plan.
