Abstract: This standard requires employers to develop a written respiratory protection program, provide medical surveillance, fit test employees, obtain certificates of analysis on cylinders, change sorbent beds and filters, inspect emergency-use respirators, mark emergency-use respirator storage compartments, and maintain accurate employee records for fit testing and medical surveillance.

Short Statement: OSHA is requesting to increase the burden hours of these paperwork requirements from 6,551,314 burden hours to 7,159,601 hours, for a total increase of 608,287 hours. The change in burden hours is primarily due to the increase in the number of employees and employers covered by the standard . The cost to respondents is $164,751,553; this is an increase of $66,206,249 from the current estimate of $98,545,304. The cost of medical examinations has increased from $250.00 to $266.50. With 504,128 being performed at $266.50 per examination, the total cost is $134,350,112; this is an increase of $65,600,112. The cost of fit-testing materials has increased from $1.00 to $1.07. With 3,390,077 fit-test being administered at $1.07, the total cost is $3,627,382; this is an increase of $182,182. The cost of quantitative test has increased from $66.68 to $71.08. With 376,675 quantitative examinations being performed at $71.08 per exam, the total cost is $26,774,059; this is an increase of $1,248,955.
