Changes were made to the entire layout of the form. New schedules were created to improve accuracy and necessity of reporting financial information. A more accurate estimate of anticipated responses and the result of these changes made to the forms resulted in a total burden decrease of 31,009,692 hours. Based on the 2008 Form 990 filing projections provided in the Add/Edit Supporting Statements and Other Documents area of this submission package, Schedules E, H, and M are being reported as changes based on Agency discretion (20,705 responses and 593,046 hours), as they were based on data gathered through Agency Programs for processing information. Changes resulting from adjustments made in the Agency estimates (decrease of 52,206 responses and a decrease of 31,602,738) are a result of the changes made to Schedules A, B, C, D, F, G, I, J, K, L, N, and R.
