This data collection program is designed to provide the Environmental Protection Agency (EPA) with necessary test data to predict the probable impacts on human health or the environment of chemicals that may present an unreasonable risk to which there is substantial and/or significant exposure or release. This ICR cover one final section 4 Test Rule (the "OSHA Dermal Absorption" Test Rule), the issuance of three consent orders/agreement, and the burdens and costs associated with the voluntary component of the high production volume (HPV) chemical testing program, launched in 1998.
