This final rule amends FAA regulations pertaining to certification and operation of transport category airplanes to preclude widespread fatigue damage in those airplanes. For existing airplanes with a maximum gross takeoff weight greater than 75,000 pounds, the rule requires design approval holders to establish limits of validity (LOV) of the engineering data that supports the maintenance program. For new airplanes, the rule requires all applicants for type certificates of transport category airplanes to establish an LOV and demonstrate that the airplane will be free from WFD up to the LOV. The rule requires that operators of affected airplanes incorporate the LOV into the maintenance program for that airplane. Operators may not fly an airplane beyond its LOV, although this rule provides means for extending that limit.
