Justification for Changing the ICR 3137-0070

In compliance with the original clearance for 3137-0070, at the request of OMB, the Pew research team conducted additional analysis and an experiment on non-response in national surveys comparing two non-response methods. Attached to this Nonsubstantive Change to ICR 3137-0070 is the final report on the experiment. The conclusions suggest regardless of method, survey results from the extra-effort study varied only occasionally from results in the base study. The extra interviewing effort had the expected impact that those who are harder to reach in general were those reached with extra effort.
