The U.S. Department of Homeland
Security (DHS), Immigration and Customs Enforcement (ICE) is
improving community safety by transforming the way the Federal
government cooperates with state and local law enforcement agencies
via the new Secure Communities initiative. To implement Secure
Communities, ICE must collect detailed requirements and input from
its state law enforcement partners to focus resources on assisting
all local communities in the removal high-risk criminal aliens as
authorized by 8 USC §1231 (a).
In the FY 2008
Appropriations Bill, ICE received $200 Million provided by Congress
in two-year money to spend in FY 2008 and FY 2009 on Secure
Communities. It is already past mid-year FY 2008 and ICE can not
begin to deploy solutions until it receives the results of this
survey. Secure Communities has a tight project schedule with
tremendous departmental and Congressional and without emergency
clearance may miss important deadlines to prioritize local sites
and deliver a strategy for implementation. Public harm is
reasonably likely to result if normal clearance procedures are
followed. If normal clearance procedures are followed, Secure
Communities implementation may be delayed affecting ICE's ability
to assist local communities in removing high-risk criminal
aliens.

survey.
