This ICR is approved for three years. Prior to resubmission of this request for renewal, the agency should update estimates of labor cost and overhead consistent with other programs at EPA which use estimates from BLS, including overhead estimated separately for federal and for private sector labor hours. The agency is also encouraged to verify through industry consultation the estimates of burden and cost per test.

EPA is finalizing emission standards for new nonroad spark-ignition engines that will substantially reduce emissions from these engines. The finalized exhaust emission standards would apply starting in 2011 and 2012 for different sizes of new land-based, spark-ignition engines at or below 19 kilowatts (kW). These small engines are used primarily in lawn and garden applications. We are also finalizing evaporative emission standards for equipment using any of these engines starting in 2009.

EPA is finalizing emission standards for nonroad Small SI engines and equipment. Burden is introduced through new evaporative emission standards for Small SI engines which affect tank manufacturers, hose manufacturers and some equipment manufacturers. This information collection request reflects the effort required to meet the new standards and consolidates all the various recordkeeping and reporting items for these engines.
