Secretary Mary E. Peters announced in
April, a series of measures to improve the Federal Aviation
Administration's (FAA) safety inspection program. One of these
measures was the creation of an independent review team whose task
is to craft recommendations to improve the current aviation safety
system. Specifically, the team is charged to examine the
implementation of the FAA's current safety system, as well as the
culture of safety among the FAA management and workforce. As part
of the team's attempt to gain a better understanding of these
issues, they set out to meet with a wide variety of stakeholders
including, but not limited to, FAA experts, and airlines. The goal
of this team is to improve upon FAA's strong safety record, while
at the same time, maintaining mobility of the aviation system. This
information collection supports the DOT strategic goals of safety
and mobility.
This collection of
information is essential to DOT in its mission to promote and
enhance transportation safety throughout the United States. DOT is
seeking emergency approval for this information collection to
examine the implementation of the FAA's current safety system, as
well as the culture of safety among the FAA management and
workforce. Failure to conduct this independent review would create
a void in critical information to improve upon FAA's strong safety
record. The use of normal clearance procedures would likely delay
or disrupt the collection of this information. The U.S. Department
of Transportation (DOT) request the Office of Management and
Budget's (OMB) emergency approval of the informatio collection
2105-XXXX, Titled: Independent Review Team on Aviation Safety
approved as soon as possible, but not later than July 25,
2008.
