The information collected will be used
by FRA to carry out a Congressional mandate, and will enable FRA to
determine whether or not it is appropriate to provide financial
assistance to States and local governments looking to undertake
either rail relocation or rail improvement projects.
The information collection
requirements are new (since Congressional funding will be
appropriated as of the publication date of this rule today in the
Federal Register). The paperwork package for the NPRM was
pre-approved with a total burden of 6,075 hours. The total burden
for the final rule paperwork package is 13,019 hours. Thus, the
burden has increased by 6,944 hours from the previous submission.
The increase results from both program changes and adjustments. The
program changes increased the burden by a total of 28 hours. There
were also revised estimates or adjustments, which increased the
total burden by 6,916 hours.
