Due to significant changes and increased burden from the proposed revisions, FCC should be flexible with and assist respondents who may have difficulty in submitting information in the new format. Additionally this collection is approved for 1 year on a pilot basis. Prior to renewal of this collection FCC should re-evaluate the reporting requirements and reporting methods to determine the true burden and cost of the collection to respondents, especially small entities, and make revisions where necessary to minimize the reporting burden while maximizing the practical utility of the information collection. A determination of the results of this will be evaluated during the next OMB review where FCC can then seek a 3 year approval
