SSA uses the information collected on
the SSA-308 to determine exactly how much (if any) of a foreign
pension may be used to reduce the amount of Title II Social
Security retirement or disability benefits under the modified
benefit formula. The respondents are applicants for Title II Social
Security retirement or disability benefits who have foreign
pensions.
The significant decrease in the
burden is due to a reassessment of the estimated number of
respondents. Since we noted that we had not conducted a formal
review of the figures in a very long time, SSA researched the
burden figures shown in #12 above. Our research factored in the
following: (1) a systems query in which we assessed how many
individuals applied for WEP using foreign addresses; (2) the number
of beneficiaries who live in the US and receive foreign pensions;
and (3) the 22 Totalization Agreements between the US and foreign
countries. Based on this research, SSA is providing an updated
estimate of the respondents in this ICR.
