I
believe the UCR is better suited for use in conjunction with the CSLLEA
than the Census of Governments primarily because the UCR is agency-based
like the CSLLEA. If the ORI number were included on the CSLLEA data forms, we
could then match our CSLLEA data file with the UCR personnel data file and
determine which agencies are covered by the CSLLEA, but excluded from
the UCR. Imputed values for the agencies missing from the UCR could be
created from the existing CSLLEA data based on growth rates observed in the UCR
data for agencies common to both data series. Imputation cells based on
type and size of agency could be used. Growth rates have been similar over time
between the two data series, so this would not appear to be problematic.

possibilities you have suggested. Would you happen to have an
estimated time range for when an approval for this project might occur? I
hope it's okay to ask this; I'm just trying to help NORC plan for the data
