This rule regulates the relationship between credit unions and their service organizations and helps assure that the relationship is properly established and documented; it also provides NCUA with authority to review books and records of CUSOs to assure that potential risks to the safety and soundness of credit unions are properly managed.

The proposed amendment would extend some aspects of NCUA's CUSO regulation to FISCUs and would therefore increase the number of institutions that are affected by the regulation.
