The increase in total burden is a result of a program change that added the 1890 land-grant institutions as recipients of EFNEP funds. The 1890 land-grant institutions are now recipients as the result of CSREES’ implementation of a revised EFNEP formula allocation based in regulation. The burden for each institution’s response has not changed, but the increase of eligible recipients does increase the overall annual burden total.
