In November 2005 the U.S. Department of Education initiated the Growth Model Pilot Project (GMPP) with the goal of approving up to ten states to incorporate growth models in school AYP determinations under NCLB. As a condition of participation in GMPP, states are required to participate in an evaluation. The evaluation is designed to provide a more comprehensive picture of GMPP. Authorization to conduct this study is provided by (PL 107-110), Part E, Section 1501 of the ESEA.
