DOE requested ICR be withdrawn permanently (i.e. DOE does NOT wish to continue this ICR)due to the following:
The Department of Energy's Office of Electricity Delivery and Energy Reliability (OE) had decided to withdraw its request to conduct the Refinery Emergency Disruption and Incident Report. This effort was a priority under the former Administration but the focus of this effort has now changed. Also since there are other DOE ICR's currently proposed to collect similar information from this industry, DOE believes this would place an undue burden on the public and the industry to collect such data at this time.

The Refinery Disruption and Incident Report will collect information on incidents and disturbances at petroleum refineries for DOE's use in fulfilling its overall national security and energy emergency management responsibilities. The information will also be used by DOE for emergency response and analytical purposes. In total, there are 100 refineries in the U.S. and its territories that have a crude distillation capacity of over 50,000 barrels a day and would be required to file this form for any incidents.
