Application for funding of Indian and Alaska Native Community Development Block Grants for the development of decent housing, environment and economic opportunities for low and moderate-income persons. For the Indian Community Development Block Grant (ICDBG) Program, tribes are required to keep records of activities. These records include statements of conditions, certifications of activities/plans and other items. This paperwork submission addresses the proposed rule for record keeping and reporting requirements involved in implementing subsection (h) of the 1974 Housing and Community Development Act by revising HUD’s ICDBG program regulations at 24 CFR § 1003 establishing § 1003.209 entitled “Prohibition on use of assistance for employment relocation activities” which describes the ICDBG “job pirating” provisions. The proposed rule would also amend § 1003.505 entitled “Records to be Maintained” to ensure that appropriate recordkeeping requirements are followed.

The change to Item 13 of the OMB Form 83-I resulted from adding an additional 45 hours. It is estimated approximately 15 respondents will annually submit a statement on the employment relocation activities. The adjustment to the number or responses is due to a math error on the previous submission. The number of responses submitted should have been 1125 not 1225.
