franchise authorities (LFAs) requesting to regulate basic service
cable rates in their respective jurisdictions. The data derived
from FCC Form 328 filings is used by Commission staff to ensure
that an LFA meets the criteria specified in Section 3(a) of the
Cable Television Consumer Protection and Competition Act of 1992
for regulating basic service rates.
