This information collection is
required for compliance with the final rule that codifies special
flight rules and airspace and flight restrictions for certain
operations in the Washington, DC Metropolitan Area.
We are asking for
Emergency Approval because the White House Homeland Security
Counsel has directed the FAA to publish this final rule before
January 20, 2009. The rule will require pilots operating under
visual flight rules inside the Washington, DC airspace to follow
special flight rules-- The "linchpin" of the requirements is that
those VFR pilots operating in DC airspace are required to file
flight plans so that their intentions are known to air traffic
control and law enforcement agencies. Pilots who enter the special
flight rules area without filing a flight plan risk being
intercepted and possibly shot down. Because of these heightened
security concerns and the importance of collecting the required
flight plans, it is imperitive that we obtain OMB's approval of the
information collection requirements and publish the Control Number
in the final rule.
