This form will be used by institutions
of higher learning (IHLs) to request participation in the Yellow
Ribbon Program and provide details of the manner in which the IHL
will participate.
Effective June 30, 2008,
PL 110-252 created a new educational assistance benefit. The new
benefit, chapter 33, contains provisions which require VA to
collect information in order to administer the Yellow Ribbon
Program (authorized under the new benefit). VA has prepared a
proposed rule for publication but must receive approval for Yellow
Ribbon information collection before the final rule publishes in
order to meet the statutory deadline of paying benefits on August
1, 2009. Title 38 U.S.C. 3317 requires VA to enter into an
agreement with schools wishing to participate in Yellow Ribbon. The
agreement must include the maximum number of students the school
will provide additional financial assistance to and it must state
the amount of additional assistance that will be made. VA is
required to match each additional dollar provided by the school.
The statute further requires that VA post the information on a
website for public viewing. In order to have sufficient time to
post the information on the website (after processing received
requests) and amend/update systems to issue Yellow Ribbon payments,
VA will issue requests for participation in December of each
calendar year and require that schools provide responses no later
than February 15th of the following year.
