Abstract: The Commission permits price cap LECs to introduce new services on a streamlined basis, without prior approval. The Commission modified the rules to eliminate the public interest showing required by 69.4(g) and to eliminate the new services test (except in the case of loop-based new services) required under sections 61.49(f) and (g). The information is needed by the Commission to carry out its mandate.

The +40 hours in total annual burden is due to increase in the number of respondents (from 17 in 2005 to 21 respondents now being reported); the increase in the annual cost burden is due to a filing fee of $775 which was mistakenly omitted from the previous submission in 2005.
