The increase in burden occurred in connection with GSAM part 538 because the proposed collections have never been vetted at the regulatory level. Additionally, the Federal Supply Schedule (FSS) Program has experienced enormous growth in sales in recent years, more specifically contributed to the number of Offerors applying for, and ultimately, becoming Contractors.
