State member banks are required to file detailed schedules of assets, liabilities, and capital accounts in the form of a condition report and summary statement; detailed schedule of operating income and expense, sources and disposition of income, and changes in equity capital are reported. Data are used for supervisory and monetary policy purposes.
Pursuant to a systemic risk determination by the Secretary of the Treasury (after consultation with the President), the FDIC Board of Directors established the Temporary Liquidity Guarantee Program (TLGP) as part of a coordinated Federal government response to the unprecedented disruption in credit markets and the resultant effects on the abilities of insured depository institutions to fund themselves and to intermediate credit. The TLGP is comprised of a Debt Guarantee Program and a Transaction Account Guarantee Program, and includes a system of fees to be paid by participating entities for the guarantees. In order for the FDIC to calculate the fees to be assessed under the Transaction Account Guarantee Program portion of the TLGP, it needs information not currently collected. The best method for obtaining this information is through revisions to the Call Report.

The Federal Reserve proposes to add the following data items to the Call Report effective December 31, 2008: (1) number of noninterest-bearing transaction accounts over $250,000, and (2) amount of noninterest-bearing transaction accounts over $250,000. These revisions arise from a final rule approved by the FDIC Board of Directors on November 21, 2008, which implements the FDIC’s Temporary Liquidity Guarantee (TLG) Program.
