Terms of Clearance: This ICR is not approved because the supporting statement does not adequately explain the rationale for this study or its relation to PART. As encouraging the uptake of health IT is not part of AHRQ's core mission, it is not clear why an adoption measure should be used as an AHRQ PART measure. Given the widespread interest in measuring health IT adoption and "meaningful use," there is utility in developing a set of validated adoption measures. If AHRQ should decide to re-submit this ICR, AHRQ should clearly state that the purpose of the ICR is to validate measures rather than obtain adoption estimates. Further, the study design should be appropriate for a validation study. Since the validation study may reveal that the adoption measures are flawed--perhaps in fundamental ways--it is not appropriate to derive adoption estimates based on these potentially flawed measures. Therefore, the validation study should be separate and prior to any study that attempts to measure adoption.

Abstract: AHRQ-supported research has helped to demonstrate the potential of health IT in enhancing health care quality and patient safety. As the national lead research agency on the quality, safety, efficiency, and effectiveness of health care in America, AHRQ plays a central role in efforts to increase the adoption of health IT. Consistent with its mission, AHRQ has contracted with Abt Associates to carry out this project. The project's aim is to develop measures of four indicators of performance of its health IT portfolio, namely: 1. Reduction in medication errors due to adoption of electronic prescribing systems 2. The number of persons who can access their medication information online 3. The number of clinicians who can electronically access evidence-based prevention or treatment information 4. The number of clinician organizations who have adopted evidence-based decision support technologies.
