OSM and State regulatory authorities use the information collected under 30 CFR Part 800 to ensure that persons conducting or planning to conduct surface coal mining and reclamation operations post and maintain (1) an appropriate liability insurance policy and (2) a performance bond in a form and amount adequate to guarantee fulfillment of all reclamation obligations.

This information collection request increases the currently approved burden for Part 800 from 131,384 hours to 231,246 hours due to: 1) a program change of 9,346 hours due to prior omissions and a mathematical error, and 2) adjustments in burden of 90,516 hours.
