OMB understands
that DOL intends to implement this POS ICR upon clearance (with a
reasonable period for State implementation). OMB is pleased that
DOL is working to implement the POS collection in conjunction with
the implementation of WISPR. When DOL makes decisions on the time
line for WISPR implementation (but no later than March 2009) it
will brief OMB on the implementation of the POS collection, and
progress/timing for integration into WISPR. DOL will provide OMB
with milestones and timeframes for both ICRs.

The priority of service provision
ensures that veterans/and other covered persons have access to and
receive priority in receiving the full array of services available
from DOL funded programs/grants operated either independently or
through the One-Stop delivery system. There are two contexts in
which priority of service applies individual programs and grants,
and the integrated One-Stop delivery system. Once these data
requirements for priority of service are in place, they will amend
current Employment and Training Administration reporting
mechanisms.
The increase in burden hours
results from new information collection requirements contained in
the final rule for 20 CFR Part 1010 which are necessary to support
the implementation of the priority of service provisions contained
in the Jobs for Veterans Act (JVA). These provisions provide that
veterans and certain spouses of veterans (together comprising the
category of covered persons) are entitled to priority over
non-covered persons for the receipt of employment, training, and
placement services provided under new or existing qualified job
training programs.
