Attached please find the OMB 83C and Treatment Classroom Observation Protocol that apply to the CMP2 RCT OMB paperwork. In short, the Classroom Observation Protocol should be added to the CMP2 RCT OMB Supporting Statement A as “Exhibit J”. This addendum will have no impact on the burden estimates, and was mentioned as to-be-developed in the original application. Following is a summary of the background of this action:

1. The original clearance package as approved stated: “Implementation fidelity will be assessed through protocols developed according to the CM2 materials and professional development to monitor implementation through three site visits in each intervention school for each of the two study years.” The attached protocol is the final version referenced in the approved OMB package and is submitted as an addendum.

2. The protocol is not a survey instrument, but rather a set of instructions to the project’s staff observers as they observe what is occurring in the classrooms during the staff visits. The cost and burden of the implementation fidelity work was contained in the clearance package approved by OMB. Nothing related to burden is changed by this addendum.

3. There is no new survey, no new methodology, no new questions and no new burden being introduced. Rather, there is a long planned detailing of the issues and activities that the staff of observers will be observing during the planned and approved site visits. This would seem clearly to fall in the category of a non-substantive change, in which we are providing OMB previously promised information not previously available.

4. The protocol is an addendum to the list of Exhibits in the approved OMB clearance package and should be treated as Exhibit J in Supporting Statement A.
