DOE will need to seek separate and additional approval from OMB before conducting any such follow-up surveys or interviews with laboratories or their staff.
2) The research team should seek assistance from a recognized expert in disclosure avoidance techniques to review the proposed output before it is released, and should report back to OMB on their progress in addressing disclosure avoidance within six months.

Hypotheses about what constitutes an innovative environment will be tested on 72 research projects in 6 national laboratories chosen to reflect a diversity of scientific disciplines, specifically chemistry, biology, materials sciences, alternative energy, and geosciences. The projects are selected to represent 4 kinds of research profiles: small vs. large scope, and incremental vs. radical innovation. Polices that encourage diverse work teams and the exchange of information will also be explored.
