This proposal adds a paragraph in § 91.703 requiring operators that fly outside the United States, using aircraft subject to International Civil Aviation Organization (ICAO), Annex 16, Volume 1 to carry aircraft noise certification information on board the aircraft. It ensures that U.S. operators have proper noise certification information when they fly outside the U.S., in compliance with ICAO, Annex 16, Volume 1, Amendment 8.
