The expression of interest form collects the information necessary to establish an entityÂs initial qualification to compete in an auction for airline take-off and landing slots, including collecting contact information, identifying the airports of interest, identifying up to three authorized bidders and setting forth certain certifications. The associated bid data includes bidder identifying a package of takeoff and landing slots and a bid amount for each package.
On October 10, 2008 the FAA published two final rules to address congestion at New YorkÂs LaGuardia Airport (LaGuardia), John F. Kennedy Airport (JFK) and Newark Liberty International Airport (Newark). The rules grandfather a majority of existing operations at the airports and will develop a robust secondary market by annually auctioning off a limited number of take-off and landing slots (approximately two percent a year for five years) at each of the three airports. These rules become effective December 9, 2008 and will sunset in ten years. The normal clearance procedures would not allow the FAA enough time to disseminate and collect this information and for the bidders to participate in these auctions. Therefore, an emergency clearance approval is needed by December 12, 2008.
