This collection of information requires a person or the operator of a vessel desiring to enter a security zone established in the New York Captain of the Port Zone around Part 105 Facilities, the New York City Passenger Ship Terminal, the 134th Street Pipeline Metering and Regulation Station and the Waterfront Heliports to provide via VHF Marine Radio or telephone information regarding the vessel, vessel operator, location, persons and cargo onboard, destination, purpose for entering the security zone and length of stay so that the Coast Guard may asses the risk and determine whether or not to authorize entry to the requesting person or vessel.
