This is a new collection of information. Hence, there are no program changes or adjustments at this time. **Concerning the answer to question number eight of the attached Supporting Justification, please note that FRA ended up publishing two 60-day Notices in the Federal Register. The first one was published on June 18, 2008 (73 FR 34829). FRA received one comment in response to this Notice (from the BMWED). However, because the originating FRA program office had not completed the required Supporting Justification within the original comment period, FRA published a second Notice in the Federal Register on October 2, 2008 (73 FR 57404). FRA received no comments in response to this second Notice. The full comment from BMWED -- in response to the first Notice -- is provided in answer to question number eight of the Supporting Justification.
