Under Section 5 of the Fastener
Quality Act of 1999, 15 U.S.C. § 5401 et seq., as implemented in 15
CFR 280.300 et seq., certain industrial fasteners must bear an
insignia identifying the manufacturer, and the manufacturer must
record this insignia with the USPTO. After a manufacturer submits
an application for recordal of the insignia, the USPTO will issue a
Certificate of Recordal, which remains active for five years. The
USPTO uses this information to maintain the Fastener Insignia
Register, which is open to public inspection. The purpose of this
collection is to ensure that certain fasteners can be traced to
their manufacturers in accordance with the Fastener Quality
Act.

Administrative adjustments are
due to 1) an estimation of an increase in filings, 2) an estimated
higher hourly rate for for paraprofessionals, and 3) increased
postage fees.
