Subject: RE: ICR for National Language Service Corps Pilot

Ms Seehra,

The National Security Education Program office provided the following additional information for the NLSC pilot:

We have 226 members with an additional 153 individuals who have completed the application process and should return their commitment letters soon. We have 113 applications in process and have averaged 10 new applications a day over the last month.

We are in the middle of our first activation exercise with a partner agency and have two additional exercises lined up for completion by the end of this fiscal year.

We have seen a genuine interest in participating in the NLSC from both the public and potential users.

The first exercise is with the Centers for Disease Control and Prevention, HHS. It involves support for their Pandemic Exercise program. We are moving folks to their headquarters this month to help in the both the exercise preparation and overall preparation with activities such as website quality in language, culture and overall message for a few select heritage cultures.

The second exercise is with the Pacific Command in support of their new exercise with Indonesia called Garuda Shield. It will involve members detailing to the PACOM AOR. This exercise is in the detailed planning stage. They have asked us for Thai speakers as early as spring of last year. We weren't in a position to support then as you know but nearly ever group that we've had the opportunity to talk to generally came back with a request.

The third exercise is with DIA to occur in mid-summer. This will be a local DC exercise.

We need to finish up these exercises and integrate the lessons learned before entertaining any additional exercises but we have outstanding requests for other support within the Intelligence community and DoD.

JFCOM recently approached us to support one of their exercises for example. Bob Slater has had a running dialog with State Department's Civilian Reserve Corp who sees a natural fit between the NLSC and the CRC. We are going to brief the other agencies who are partners in the CRC the first week of March.

The other potential users within the federal agencies are any agency that has components or a charter to provide direct support to the US population like FEMA, Law Enforcement (FBI,DEA,CBP), CDC, HHS, Justice, DOT, etc. This organization is designed to provide a surge capacity to support their activities and to complement (not replace) their existing programs. It is cost effective because these individuals are part time federal employees on an intermittent work schedule. It is important to the Agencies work force planning because it allows them to address their emergent and infrequent potential workforce needs without a large growth of little used end strength.

Please let me know if you need additional information.

Could I get some additional information as to the status of the pilot -- how many people have enrolled, etc?
