This collection is approved until 12/31/2009 with the following terms of clearance: Careful BLS review of the NAWS statistical methodology revealed potential biases in the calculation of the weights that may affect previous estimates produced by ETA and its contractors. ETA shall investigate the extent of potential bias in the survey estimates due to the problems identified by BLS. This investigation shall be conducted by an independent and highly qualified statistician, and ETA shall consult with BLS on the necessary qualifications and experience of this person. ETA shall report back to OMB on the results of this study as soon as they are available, but not later than 12/31/2009. Furthermore, based on the results of this study, ETA shall provide OMB with its plans to revise published estimates from the NAWS, if necessary. Because of the uncertainty surrounding the accuracy of the results, ETA shall not publish or release any further results from NAWS that utilize the prior weighting methodology until the bias study has been completed and OMB has been briefed on the results and ETA’s plans. OMB will not approve additional survey data collection beyond 12/2009 without these results.
