The Refuge Alternative would provide a
protected, secure space that creates a life sustaining environment
to protect miners when escape from the mine is not possible and to
assist them with escape in the event of a mine emergency.
The new rule increases burden
on several existing ICRs as a result of requirements in the MINER
Act. These new information collection requirements contained the
final rule for 30 CFR Parts 7 and 75 are necessary to ensure that
miners are provided the enhanced occupational safety and health
protection intended by the MINER Act.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
