Form S is required by law and is
designed to collect timely information on international portfolio
capital movements, including foreigners' purchases and sales of
long-term securities in transactions with U.S. persons. The
information will be used in the computation of the U.S. balance of
payments accounts and international investment position, as well as
in the formulation of U.S. international financial and monetary
policies.

When the changes become
effective (report as of March 2009), there will be an increase in
burden hours to 20,107 as compared to the estimate of 17,358
currently carried in OMB's Information Collection Inventory. The
total overall increase is the result of an increase of 1,363 hours
due to program changes (increase in time needed to complete the
form), and an increase of 1,386 hours due to an increase in the
number of respondents.
