OMB appreciates that NASA desires to evaluate the effectiveness of its SEMAA program. However, this evaluation measures only short-term effects on awareness and plans rather than more substantive measures, such as knowledge gains or actual persistence in science education programs. In addition, OMB remains concerned about features of the study design, such as response rates likely to be gained by use of a mail-out/mail-back strategy for both the treatment and control groups, and whether the program enrollment is of sufficient size to meet sample size goals. Therefore, OMB looks forward to receiving a report prior to or in concert with any re-submission of this ICR detailing lessons learned and substa n tive progress toward addressing these issues. OMB encourages NASA to use interagency forums such as the National Science and Technology Committee to learn from other federal agency experiences and to collaborate on future such endeavors.

NASAÂs Science Engineering Mathematics and Aerospace Academy (SEMAA) is a national education project, which works with K-12 students and their families, that employs hands-on, inquiry-based activities and emphasizes the benefits of STEM literacy. This data collection will help to assess SEMAA project effectiveness and to provide data that can inform decisions made by NASA leadership and local sites about project modifications and implementation.
