Mail Reinterview Form (INV 10)


Justification


  1. The INV 10 is used as a quality control instrument designed to ensure the accuracy and integrity of the investigative product, as it inquires of the sources about the investigative procedure employed by the investigator, the investigator’s professionalism, and the information discussed and reported. Executive Order 10450 requires that investigations be conducted on all persons entering the Federal service. Executive Order 12968 requires that certain criteria be met for access to classified information.


  1. The information collected is used by our Integrity Assurance Group to evaluate the performance of the investigators conducting the investigations.

  1. The Federal Investigative Services Division (FISD) emphasizes that investigations be conducted with the highest professional integrity. To maintain its high standards, FISD requires feedback from people being interviewed by field investigators to ensure that the investigators are performing their duties with the utmost professionalism and in compliance with Federal and contract requirements.


  1. This information collection is in compliance with 5 CFR 1320.6.

  1. The INV 10 does not require a privacy statement. However, FISD handles responses confidentially. Only those personnel with a need to know are given limited access to this information.

  1. It is estimated that 114,000 INV 10 forms are sent to individuals annually. Of those, it is estimated that 50,000 individuals respond. Each form takes approximately six minutes to complete for a total burden of 5,000 hours.


  1. The cost to individual respondents is negligible.


  1. Estimated cost to generate and maintain the INV 10 is $47,018.00 annually, based on 10 hours annually at a GS-13 pay rate of $39.75 per hour and $46,620.00 for supplies.


  1. The annual public burden hours have been adjusted to reflect updated data. By statutory requirement, on February 20, 2005, the Department of Defense's personnel security investigations program and staff were consolidated with the OPM investigations staff.  This meant the absorption of over 1,600 Defense Security Service (DSS) staff by OPM, along with 145,000 background investigations in process, and all ongoing DSS workloads previously handled by DOD. This also included an expanded contractor workforce. The increase from 5,600 to 50,000 respondents can be attributed to a sizeable increase in our field staff, as well as a more robust Integrity Assurance program, since 2005.
