individuals in support of Reconstruction and Stabilization
operations abroad. Information will be extracted from the CRC
database operational requirements (i.e. Sector Experience,
Training, and Language) and used to establish relevant teams for
deployment. Once again, required fields that are contained in this
database are derived from potential areas of operation which CRC
members may deploy.
The Office for Civilian
Response (OCR) request that the Paperwork Reduction Act submitted
on 29 JAN 09 be processed for approval immediately based on the
following circumstances. 1. Collection of Information: a. Due to
the estimated time (8 Wks) in which it takes for processing a
Paperwork Reduction Act request, it is determined that this will
exceed the required delivery date of 20 March 2009. b. The
in-processing checklist/databse will be utilized as an information
tool for Civilian Response Corps (CRC) personnel during the initial
hiring process. Information will be gathered from CRC members and
input into an ACCESS database where it will be stored as sensitive
but unclassified (SBU) information. Additionally, subsequent
updates will also occur as to maintain accurate personnel files. As
a base of continuity, this data will be primarily used to plan,
assess, manage, identify and deploy individuals in support of
R&S operations abroad. Information will be extracted based on
criteria selected from the CRC database (i.e. Sector Experience,
Training, and Language) and used to establish relevant teams for
deployment. Required fields that are contained in this checklist
are derived from potential areas of operation which CRC members may
deploy. These areas may include permissive environments that are
considered low threat and required little or no security control
measures. However, CRC personnel may deploy in support of
operations that are identified as semi-permissive or
non-permissive. These environments are considered medium/high
threat areas and pose a certain degree of danger to R&S teams.
With this being stated, it is imperative that special information
be gathered in support of all personnel involved in order to
protect and/or mitigate potential negative impacts on collective
missions. 2. The Office for Civilian response will require that
this request be approved no later than 20 March 2009 for initial
preparation of incoming Civilian Response Corps (CRC) personnel.
Having this capability will allow OCR staff member to receive and
process personnel in a timely manner in support of CRC objectives.
3. OCR requests a wavier in relation to the Federal Register notice
pending approval of appropriate documents. 4. OCR requests that
this request be approved no later than 20 March 2009. 5. It is
requested that OMB assign a control number that is valid for up to
six months after receipt of agency submission.
