The Census Bureau plans to conduct additional research under the generic clearance for questionnaire pretesting research (OMB number 0607-0725). The objective of this research is to conduct cognitive interviews testing the Individual Census Report (ICR) form that will be used in an experiment within the 2010 Census Group Quarters Evaluation (GQE). The ICR is used to enumerate those in group quarters (GQ), such as college dormitories, prisons, juvenile facilities, nursing homes, etc. The ICR collects basic demographic data, including name, sex, age, date of birth, race/Hispanic origin and address.
The existing 2010 ICR form serves as the basis for the experimental form that we will be pretesting for the GQE. The change included in the test form is to delete the skip instruction for respondents who report that they live or stay at the facility most of the time (Q.6) and allow those respondents to provide in Q.7 an address where they might sometimes stay. This will allow respondents who were not allowed to claim a usual home elsewhere to provide another address where they sometimes live or stay. The goal of this change is to reduce the amount of follow-up required after GQE in order to unduplicate respondents from other census forms. The alternative form and the envelope it will be placed in are attached.
In January and February of 2009, staff from SRD will conduct a total of 12 cognitive interviews.
The respondents being targeted for this test will be college students living in dormitories. We intend to recruit a range of students with varying demographic characteristics, with specific focus on making sure some international students are interviewed. Recruiting will be done primarily by contacting student organizations at different universities, through acquaintances in the area, and, if necessary, placing flyers on nearby campuses.
These interviews will take place at local public facilities or locations convenient to interviewees in the greater Washington D.C. metro area and at the cognitive lab at the Census Bureau. The cognitive interviews will utilize a concurrent think-aloud method, as well as retrospective probing to get at respondent understanding of the task.
The interviews will be tape-recorded, with the participants' permission, to facilitate summary of the results. All participants will be informed that their response is voluntary and that the information they provide is confidential. Respondents will be paid $40 for their participation as an honorarium.
The estimated interview length will be 45 minutes to one hour. Thus, the total respondent burden is a maximum of 12 hours.
