Prior to the
commencement of the Quarterly Survey of State and Local Government
Tax Revenue forms distribution, the Census Bureau shall provide on
its Internet site prominent links to a set of finalized survey
forms, including instructions and cover letters, comparable to
those provided for the 2007 Economic Census report forms. The final
forms and letters shall reflect any changes in the survey period,
OMB number expiration date, and Census leadership from those
submitted for review.

The Census Bureau needs this
information to maintain its historical time series of tax
collections (an important measure of the economic conditions of the
state and local government sector). The Bureau of Economic Analysis
uses the statistics in multiple components of the gross domestic
product and national income accounts. The statistics also support
economic research and comparative studies of government finances.
Respondents are state and local governments.
The increase in respondent
burden is due to a bridge study resulting from the selection of a
new sample for the F-71 form. The new sample will be collected
concurrently with the old sample for four quarters, at which time
the results of the bridge study will be published and the old
sample will be discontinued.
