The BLM collects information from applicants for Federal mineral interests beneath privately-owned surface estates. The BLM uses the information to determine if the applicants meet the requirements of Section 209(b) of the FLPMA (43 USC 1719(b)), which authorizes the conveyance of such mineral interests.
