After reviewing the materials under consideration, we have the following recommendation:
The materials provided do not include a process or component in which the Centers or SEA participants can freely describe the work being conducted. We recommend that the Centers provide to the evaluators a list of activities and a brief narrative of the work conducted, which would accompany the interview protocols. This list of activities and description of work will help jog the memory of those being interviewed, and provide a better context for the case study.
Response:
We appreciate the concern of the commenter, and plan to address these concerns as follows, to ensure that we obtain responses from proposed respondents that are as as reliable as possible:
We will ask that, prior to the scheduled interview, each of the respondents review that Center's most recently completed Project Inventory Form. The Project Inventory form is a document that is an OMB-approved form, completed on an annual basis in 2007, 2008 and 2009 by each Center, and which provides a detailed list of activities, products and services undertaken between the SEAs and the RCCs and CCCs. This review will provide the respondents with an opportunity to draw upon the body of work that they've engaged in, and will provide a means of providing a context for the discussions that will take place in the case studies.
