Purpose 

This document lists changes requested for the approved EDFacts Data Set for school years 2008-09 and SY 2009-10 for the final Title I regulations.  The changes impact the data collected about graduation rates.
Background 

The current EDFacts data set is approved for three school years: 2007-08, 2008-09, and 2009-10.  The school year 2007-08 data is currently being collected.   The collection of the school year 2008-09 will begin in January 2009.    

The EDFacts data set is composed of data groups and categories.  The structure of the EDFacts data set is explained in Attachment B-1.  So that the data groups and categories can be identified as such, the names of data groups and categories are in italic in this document.  Where appropriate, references are made to the relevant pages of Attachment B “EDFacts Data Set” from the approved collection package.
Final Title I Regulations

On October 28, 2008, the Department announced the final Title I regulations.  These regulations define a four year adjusted cohort gradation rate.  The regulations allow states to propose one or more extended year adjusted cohort gradation rate.  Prior to SY 2010-11, states are required to report the graduation rate using either the four year adjusted cohort graduation rate or a transitional graduation rate.  After SY 2010-11, states are required to report the four year adjusted cohort graduation rate.

The regulations also require the use of disaggregated graduation rate data for both reporting and determining adequate yearly progress (AYP).
Proposed Changes to the EDFacts Data Set

EDFacts currently collects a graduation rate.  That graduation rate will eventually be replaced with the four year adjusted cohort gradation rate.  For the Department to monitor the transition to the four year adjusted cohort gradation rate, the EDFacts data set needs to differentiate between states reporting transitional graduation rates and states reporting the four year adjusted cohort gradation rate.  The existing graduation rate data group will be modified to collect transitional graduation rates.  A new data group will be set up to collect the four year adjusted cohort rate.  A state will submit one or the other.

EDFacts currently collects the number of students graduating each school year.  This number can be used to monitor the graduation rate.  For the Department to monitor the new four year adjusted cohort gradation rate, the EDFacts data set needs to collect the cohort and the number of students in the cohort that graduated with a regular high school diploma.  A new data group will be set up to collect these numbers.  The existing data group which collects the number of students graduating each school year will stay in the data set because that number will continue to be used in the Common Core of Data as well as in other studies and reports.  The existing data group will collect both the number graduating with a regular high school diploma and number graduating with any other type of high school credential.

States have the option of reporting extended year adjusted cohort graduation rates.  EDFacts will need to collect the extended rate (or rates) from any states that have one.  New data groups will be set up to collect the extended rate and the numbers in the cohort for the extended rate.

The EDFacts data set currently collects whether an LEA or school met targets for graduation rate.  This information is not disaggregated by subgroup.  To be able to monitor the new requirements for using disaggregated data, the graduation rate indicator needs to be modified to collect the information by subgroup.

Graduation Rate – Modify Existing Data Group

The existing graduation rate data group needs to be modified to indicate that it is used to report a transitional graduation rate for school years prior to SY 2010-11.  States will report either a transitional graduation rate or the four year adjusted cohort graduation rate.

Current Definition
The percentage of students who graduated from public high schools with a regular diploma.  The calculation of the percentage is defined in the state’s accountability plan in accordance with Title I, Section 200.19 of ESEA as amended by NCLB.

The following changes are needed to the definition to comply with the regulations.

The percentage of students who graduated from public high schools with a regular high school diploma.  The calculation of the percentage is the transitional graduation rate defined in the state’s accountability plan in accordance with Title I, Section 200.19 of ESEA as amended by NCLB.

In addition, the Department will discontinue the collection of graduation rates by sex (male/female) and by migrant status (migratory students).  This change will result in category sets B and F being deleted.

This change is to Attachment B-3, page 27.
Four Year Adjusted Cohort Graduation Rate – New Data Group

A new data group needs to be set up to collect the four year adjusted cohort graduation rate.  State will report either a transitional graduation rate or the four year adjusted cohort graduation rate.

A new data group needs to be set up to collect the number of students in the cohort.  This data group will differentiate between those who graduated with a regular high school diploma with in four years and those who did not.

This data group will use the same category, cohort status, which is being set up for the graduation rate within 4 years.

Graduation Rate Indicator – Modify Existing Data Group

The existing graduation rate indicator data group needs to be modified to collect data by student subgroups.  Currently, data is collected only for all students.

Impact on the Legacy Collection CSPR (OMB 1810-0614)

The graduation rates are collected in section 1.8.1 of the Consolidated State Performance Report (CSPR).  

The instructions in that section of the CSPR for school years prior to SY 2010-11 will be modified to collect either the four year adjusted cohort graduation rate or the transitional graduation rate.  The table used to collect the data will be modified by deleting the rows for migratory students, male students, and female students.  

For SY 2010-11, the instructions will be modified to collect the four-year adjusted cohort graduation rate.

Burden

The burden for this change was accounted for under the implementation of the new Title I regulations.
