They also require manufacturers and marketers who substitute labels (e.g., resellers) to keep records necessary to reflect the bases relied upon in making fiber content and country of origin.

The FTC staff has adjusted upward its prior hours burden estimate of 8,011,000 hours, for which the Commission currently has OMB clearance, to 8,456,000 hours. This 445,000 hour increase is primarily attributable to a rise in the estimated number of covered textile products (from 19.9 billion products to 21.5 billion products). There has also been an increase in the number of textile firms subject to the Rules’ recordkeeping provisions (from 24,000 firms to 24,936 firms).
