OMB appreciates that SRS is attempting to use incentives strategically to address response rate and bias concerns as well as to minimize overall survey cost. It is critical, however, that SRS consider equity and related policy issues as it considers how to interpret experiment results and plan for future rounds of the SESTAT surveys. OMB will not favorably consider future operational incentive plans that are not equitably offered unless there is strong and compelling justification that more targeted incentives considerably improve results.

The 2008 NSRCG will include two graduating classes from the academic years 2006 and 2007. The 2006 NSRCG fielded graduates from three academic years 2003, 2004, and 2005. The total sample size in the 2008 will be 18,000 with 9,000 from each class. The change in burden hours from the 2006 NSRCG reflects the change in sample size from 27,000 to 18,000, and additional burden hours required for future tests to improve survey procedures and utility.
