This evaluation is the first systematic study of the TAH Grants Program that focuses on the relationship between program practices and outcomes. In particular, this evaluation will focus on TAH program contributions to teacher content knowledge and student achievement. The data collection activities for which we are seeking OMB approval for are the case studies portion of the evaluation. The purpose of the case study visits will be to deepen our understanding of the factors and conditions that support improved outcomes in student achievement and teacher content knowledge as a result of participation in the grant and to describe practices for various subgroups of teachers. This evaluation (including the case studies portion of which we are seeking OMB approval) is crucial for establishing whether the TAH program is working as intended by Congress, and for identifying which elements of the program are most effective.
